Background
The New York State Office of Mental Health (OMH) is seeking bids from qualified vendors to provide pool reopening and ongoing maintenance services for the Rockland Children’s Psychiatric Center, located at 21st Ave, Orangeburg, NY 10962.
The goal of this contract is to ensure the safe and effective operation of the facility's pool over a three-year term.
Work Details
The contractor will be responsible for the following tasks:
1. Technical Startup: Installation of Pentair ORP and PH Controller including probe compartment and flow center.
2. Removal of existing system: Install controller and flow cell, connect probes, calibrate PH probe, and check OPR reading accuracy.
3. Feeder Tubing: Route tubing from feeder tanks to pool return pipe and install respective fittings.
4. Upgrade Rolachem feeder from single speed x2.
5. Install side mount 3” pipe size flow meter (Rolachem).
6. Install multiport valve without additional plumbing repair.
7. Provide new pumps for chlorine and acid tanks; remove old units and replace seals as required.
8. Conduct surge tank system inspection and troubleshooting report, along with gas heater inspection report.
9. Initial Cleaning: Drain if needed, clean coping, power wash, clean gutter system, vacuum and brush pool, sanitize and balance pool.
10. Ongoing Pool Service Maintenance: Clean and vacuum pool twice weekly for three years, refill chlorine and acid tanks, balance saturation index, backwash filter as needed, clean pump strainer as required, test and recalibrate PH probe as necessary.
Period of Performance
The contract will be performed over a period of three years starting as soon as possible after the award date.

Bidder Requirements
Bidders must have a minimum of three years of experience in providing similar services.
The contract includes goals for participation by Minority/Women Business Enterprises (MWBE), with a goal of 16% for MBE participation and 14% for WBE participation.
Additionally, there is a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6%. Bidders must also comply with New York State Workers’ Compensation Insurance requirements.
