PM of Refrigeration System & Ancillary Equipment

Background
The New York State Office of Mental Health (OMH) and the Capital District Psychiatric Center are seeking to procure a contractor for the preventive maintenance of its refrigeration system and ancillary equipment. This contract aims to ensure the proper functioning and longevity of critical equipment used in mental health facilities, aligning with OMH's mission to provide quality care.

Work Details
The contractor will be responsible for providing preventive maintenance services for the refrigeration system and ancillary equipment as outlined in Appendix D of the Contract Boilerplate. This includes tasks specified in the Program Work Plan, Equipment List, and Schedule Matrix. The contractor must ensure compliance with New York State Department of Labor prevailing wage rates applicable to this contract. Additionally, the contractor is required to document good faith efforts toward utilizing certified Minority and Women-Owned Business Enterprises (MWBEs) as subcontractors or suppliers.

Period of Performance
The contract is anticipated to commence on May 1, 2026, and will run through April 30, 2031.

Place of Performance
The services will be performed at the Capital District Psychiatric Center located at 75 New Scotland Avenue, Albany, NY 12208.

Bidder Requirements
Bidders must demonstrate compliance with MWBE participation goals: 16% for Minority-Owned Business Enterprises (MBE), 14% for Women-Owned Business Enterprises (WBE), and 6% for Service-Disabled Veteran-Owned Businesses (SDVOB). Bidders must also provide proof of being in business performing similar services for at least three years. They are required to complete various forms including Attachment C (Solicitation Cover Sheet), Attachment D (Bid Quote Sheet), and others as specified in the bid submission checklist. Additionally, bidders must submit proof of insurance coverage as required by OMH.
