Pavement Marking Painting

Background
The County of Steuben is issuing this bid document for the purpose of obtaining competitive prices for Pavement Marking Painting. The contract aims to enhance road safety and traffic management through the application of reflectorized pavement markings in accordance with established standards. The project will be overseen by the Public Works Committee and the Commissioner of Public Works.

Work Details
The contractor will be responsible for furnishing and applying painted reflectorized pavement marking paint at specified locations as indicated in the plans or directed by the Engineer. Key requirements include:

1. Use of waterborne traffic paint applied at a thickness of 20 mils.
2. The contractor must provide written instructions from the paint manufacturer at least five working days prior to use.
3. All necessary labor, materials, equipment, mobilization, traffic control, insurance, permits, and other ancillary items must be included in the total project price bid.
4. Maintenance and protection of traffic during operations must comply with federal and state regulations.
5. The contractor shall not be required to repair or maintain the surface of the traveled way but must repair any damage caused by their operations.
6. Pavement markings must be applied under conditions where temperature is above 50°F and humidity does not exceed 85%.
7. Reflective glass beads must be applied uniformly to wet paint at a rate of 6 lb/gal.

Period of Performance
Work is scheduled to commence no earlier than June 2, 2025, with specific milestones including completion of a four-way intersection by September 5, 2025, and final inspection readiness for all remaining items by October 3, 2025.

Place of Performance
The work will take place at various locations throughout Steuben County as specified in Attachment #2 of the bid document.

Bidder Requirements
Bidders must submit a fully executed original bid bond amounting to 5% of the total project price bid. They are also required to provide documentation including permits, licenses, OSHA certification, references from previous similar projects, and a list of major equipment to be used. Compliance with New York State Labor Law regarding prevailing wages is mandatory.
