Parking Meter Kiosk Upgrade & Credit Card/Merchant Processing Services

Background
The City of Buffalo, through its Department of Parking Enforcement, is seeking proposals for the upgrade of its parking meter kiosks and the provision of credit card/merchant processing services. The goal is to enhance the public parking meter system to improve visitor experience and stimulate the local economy. The successful Offeror will be responsible for providing and installing upgrades to existing parking meters, integrating with current systems, and ensuring secure payment processing.

Work Details
The project involves upgrading approximately 130 Parkeon Meter Kiosks and 15 Cale Meter Kiosks. The upgrades should include:
- Installation of card readers that accept EMV and NFC payments.
- Transition from a 'pay-and-display' model to a 'pay-by-plate' model where users enter their license plate number.
- Integration with Gtechna's ticket issuance system in real-time.
- Provision of a payment processing system that remits funds to the City on a daily basis.
- Development of a dashboard for reporting and data visualization, including customizable reports on transactions by day, month-to-date, and year-to-date.
- Compliance with PCI security standards.

Period of Performance
The contract will commence upon award and is expected to last for one year with options for four one-year renewals.

Bidder Requirements
Offerors must have at least three years of experience in providing similar services and must provide references from municipal clients. They must also comply with insurance requirements including Workers’ Compensation, General Liability, Professional Liability, Cyber Liability, and Automobile Liability insurance.
