Operation of the Food & Beverage Concessions at Field 6, the East Bathhouse, and the West Bathhouse at Jones Beach State Park

Background
The New York State Office of Parks, Recreation, and Historic Preservation is seeking proposals for the operation of food and beverage concessions at Field 6, the East Bathhouse, and the West Bathhouse at Jones Beach State Park in Wantagh, NY. The agency's mission is to provide safe and enjoyable recreational opportunities while being responsible stewards of natural resources.

This RFP aims to find a single concessionaire who can deliver high-quality service and diverse food options to enhance visitor experiences at this popular park, which attracts over eight million visitors annually.

Work Details
The Licensee will be responsible for all operational costs and must pay a fee to NY State Parks. Key responsibilities include:
- Completing the build-out of the new East Bathhouse food and beverage concession space, which is part of a $100 million revitalization project.
- The East Bathhouse will have approximately 5,735 SF of concession space including a poolside snack bar, kitchen, beachside service area, public restrooms, offices, and storage areas.
- The Licensee must coordinate with State Parks for design approval and ensure operations commence by mid-June 2026.
- The West Bathhouse concession area is approximately 1,942 SF with various facilities for food service.
- The Field 6 concession building is about 3,003 SF with kitchen facilities and limited indoor seating.
- All equipment must be electric-powered as per sustainability guidelines.

The contract term will commence on January 1, 2026, and conclude on December 31, 2035.

Jones Beach State Park, Wantagh, NY.

Bidder Requirements
Respondents must demonstrate financial capacity to meet minimum requirements:
- A minimum license fee of 7% of Gross Receipts is required.
- A minimum capital investment commitment of $250,000 for the build-out is necessary.
- Licensee is responsible for routine repairs and maintenance during the contract term.
- Compliance with state labor laws regarding public works projects is mandatory.
