Operation of a Food and Beverage Concession at Orient Beach State Park

Background
The New York State Office of Parks, Recreation, and Historic Preservation (State Parks) is seeking proposals for the operation of a food and beverage concession at Orient Beach State Park in Orient, NY. The goal is to engage a private sector operator who can provide high-quality, affordable food and beverage services in a welcoming atmosphere. The concessionaire will be responsible for all operational costs and must adhere to the agency's standards for service excellence and customer satisfaction.

Work Details
The Licensee will operate a seasonal concession that offers prepackaged and/or prepared food and beverages. The concession is located at the bathhouse, featuring a 169 square foot kitchen with necessary equipment including an exhaust fan, fire suppression system, and sinks. The service area is 143 square feet.

The concession must operate from Memorial Day Weekend through Labor Day Weekend, at minimum from Thursday to Sunday, 10:00 AM to 6:00 PM. Menu offerings should include healthy options with minimal fried foods and no artificial additives. The Licensee may sell picnic kits, retail items, limited bait and tackle, and upon approval, beer and wine with the appropriate licenses. All equipment must be electric unless exceptions are granted by State Parks.

Period of Performance
The contract term will commence on or about May 1, 2026, and conclude on December 31, 2028. There is potential for a two-year extension upon mutual agreement.

Bidder Requirements
Respondents must meet minimum financial requirements including an annual license fee of at least $2,000. They are responsible for all utilities except electricity provided by State Parks. Insurance coverage as specified in the Sample License is required. Respondents must also comply with environmental policies regarding single-use plastics and demonstrate experience in managing similar operations.
