On Demand Services for Residential HVAC, Electrical, Plumbing, Abatement, and Air Monitoring

Background
The County of Seneca is seeking sealed bids for On-Demand Residential Electrical, Plumbing, HVAC, Abatement, and Air Monitoring Services. The purpose of this contract is to establish agreements for these services to support the Seneca County Weatherization department's various residential projects throughout the year. These projects are typically under $20,000 and do not fall within the bidding limits set by New York State General Municipal Law 103.

Work Details
The awarded contracts will cover on-demand services in the following areas:
1. Residential Electrical Services
2. Plumbing Services
3. HVAC Services
4. Abatement Services
5. Air Monitoring Services
Vendors must bid labor rates for one or more of these trades and provide a percentage markup above invoice price for any materials and rental costs required. The work may include both non-emergency and emergency repairs, with specific procedures outlined for each type of work.

Period of Performance
The contract will be effective for a term of twelve (12) months from the date of award, with the possibility of renewal for up to two additional twelve-month periods upon agreement by all parties.

Place of Performance
Services will be performed at various residential locations within Seneca County, New York.

Bidder Requirements
Bidders must comply with all local, state, and federal regulations regarding licensing and insurance. They must provide proof of Workers Compensation insurance, Disability insurance, and Liability insurance as part of their bid submission. Vendors currently on the NYS Department of Labor Debarred list will not be considered for award.
