SCOPE OF WORK
The selected firm may assist the City of Watervliet in various duties as described below:
1. Lead Service Line Inventory
a. Review and provide comments regarding an LSL inventory system. The city has available material information from the work order system, some tie cards, the assessor's database, main water replacement projects and other construction documents. Existing information already developed will be part of the program.
b. Provide guidance and technical support with respect to acceptable methods of completing the inventory in accordance with resources and methods identified in the LCRR and the EPA Guidance for Developing and Maintaining a Service Line Inventory , August 2022.
c. Assist with the development of a predictive model and document the methodology and outcomes from the modeled results.
d. Provide guidance, prepare outreach materials, and coordinate a customer outreach program to solicit material data from customer investigations.
e. Provide personnel and work with project staff to conduct investigations of customer-owned materials and sites.
f. Conduct project update meetings at least monthly throughout the duration of the project. At least bi-weekly discussions/virtual calls with project staff are expected to maintain progress and ensure coordination between consultant and City activities.
2. Prepare Lead Service Line Replacement Plan
a. The consultant shall prepare a plan that meets the requirements of the program for submittal to the NYS DOH in compliance with the requirements of the program.
b. The plan must include public education documents, provide a strategy for outreach and response, outline a funding strategy agreed upon through discussions with the City of Watervliet, and provide a scope of work in a format sufficient to request funds through the State Revolving Fund. The plan must also detail the procedure for conducting full lead service line replacement, a replacement prioritization strategy, and a goal for the rate of replacements.

Background
The City of Watervliet, New York, is issuing this Request for Qualifications (RFQ) to solicit proposals from qualified individuals or firms for consulting engineering services related to the Lead Service Line Replacement Program (LSLRP). This initiative is part of the Bipartisan Infrastructure Law and aims to develop and maintain a Water Service Line Inventory in compliance with the DWSRF project requirements. The goal is to ensure safe drinking water by identifying and replacing lead service lines.
Work Details
The selected firm will assist the City of Watervliet with the following tasks:

a. Review and provide comments on an existing LSL inventory system using available material information from various sources including work orders, tie cards, and construction documents.
b. Offer guidance on acceptable methods for completing the inventory in line with LCRR and EPA guidelines.
c. Assist in developing a predictive model and document its methodology and outcomes.
d. Prepare outreach materials and coordinate a customer outreach program to gather material data from investigations.
e. Provide personnel to conduct investigations of customer-owned materials and sites.
f. Conduct monthly project update meetings and bi-weekly discussions with project staff to ensure coordination.
2. Prepare Lead Service Line Replacement Plan:
a. Develop a plan that meets NYS DOH requirements, including public education documents, outreach strategies, funding strategies, and detailed procedures for lead service line replacement.

Bidder Requirements
