The New York State Office of Information Technology Services (ITS) is issuing this Request for Proposals (RFP) to seek Proposals from a Responsive and Responsible Contractor for RFP C000835, Statewide Digital Orthoimagery and Light Detection and Ranging (LIDAR).
The ITS Geospatial Services Bureau (GSB) maintains a statewide coverage of Orthoimagery and LIDAR Data for the State of New York. Each year, new photography is collected and processed to update about a quarter of New York State's geographic area, while LIDAR is collected for smaller areas. This procurement is to Contract with a Responsive and Responsible Contractor for data acquisition, processing, and delivery to GSB of required orthoimagery and LIDAR.
Bidders must meet the Minimum Bidder Qualifications listed below. A Bidder may meet the RFP requirements, and the Minimum Bidder Qualifications numbered 2- 5, set forth below, through the Bidder's qualifications or the qualifications of the Bidders Subcontractor(s). The qualifications of all the agents/Subcontractors composing the Bidder's team are applicable for the purposes of meeting the Minimum Bidder Qualifications numbered 2- 5. This experience must be with projects similar to the type, magnitude, and quality sought by this RFP.
- Bidder, at time of Proposal submission, must be authorized to conduct business in NYS, or have filed an application for authority to do business in NYS with the Department of State (DOS) at time of Proposal submission. Such application must be approved by DOS prior to Contract Award. To register with the Department of State, contact: http://www.dos.ny.gov/corps/index.html. Contractor shall notify ITS immediately in the event that there is any change in the above corporate status.

Background

This procurement aims to contract with a qualified vendor for data acquisition, processing, and delivery of required orthoimagery and LIDAR data to GSB.
Work Details
The contractor will be responsible for the following services:
1. Data acquisition of orthoimagery and LIDAR;
2. Processing of collected data;
3. Delivery of processed orthoimagery and LIDAR data to the GSB.
The contractor must have experience in similar projects regarding type, magnitude, and quality as outlined in the RFP.
Period of Performance
The contract term is set for 66 months.
Place of Performance
The services will be performed statewide across all counties in New York State.
Bidder Requirements
Bidders must meet specific qualifications:
1. Authorized to conduct business in NYS or have filed an application for authority with the Department of State;
2. At least five years of softcopy photogrammetry production experience;
3. At least three years of digital orthoimagery production experience;
4. At least two years of aerial digital camera experience;
5. At least four years of aerial LIDAR collection and processing experience.
Additionally, there are subcontracting goals:
- Minority Owned Sub-Contracting Goal: 15%;
- Women Owned Sub-Contracting Goal: 15%;
- Service-Disabled Veteran-Owned Business Contracting Goal: 6%.
