Background
The Village of Cape Vincent is seeking qualified and licensed landscape architects and/or engineering consultants to provide professional design, engineering, permitting, and construction management services for two key components of the Village's revitalization efforts. This initiative is funded through the New York Department of State NY Forward Grant Program, aimed at enhancing downtown streetscapes and creating pedestrian-friendly zones.
Work Details
The contract involves two main project components:
1) Enhance Downtown Streetscape on Broadway to Support Walkability and Commerce, which includes designing and implementing streetscape improvements such as enhanced crosswalks, pedestrian-scale lighting, and site amenities on Broadway Street between Market Street and Esseltyne Street. The design must be coordinated with the Village Green project.
2) Re-Imagine Club Street as a Pedestrian-Friendly Zone, which includes activating the Club Street corridor with decorative road surface treatments and removable bollards to create cohesive access to the waterfront. The selected consultant will perform tasks including consultant selection & compliance, draft design development based on the Village’s Downtown Revitalization Strategic Investment Plan, environmental quality review (SEQRA), final design & construction documents preparation, permitting assistance, construction bidding assistance, construction support, and project completion certification.
Period of Performance
The contract term is one year with a possible one-year extension.

Bidder Requirements
Bidders must be licensed to practice as a Professional Engineer, Architect, or Landscape Architect in New York State. The contract has established an overall goal of 30% for Minority and Women-Owned Business Enterprises (MWBE), with specific goals of 15% for Minority-Owned Business Enterprises (MBE) participation and 15% for Women-Owned Business Enterprises (WBE) participation. Consultants must document good faith efforts to meet these MWBE goals.
