Description

Overview

The Battery Park City Authority (BPCA) hereby requests proposals (each individually a Proposal and collectively the Proposals ) from firms qualified to perform special inspection and laboratory testing services (each individually, a Proposer and collectively, the Proposers ). The work to be performed will include a variety of special inspection and laboratory testing services (collectively, the Services or the Work ) for the North West Battery Park City Resiliency Project (the NWBPCR Project ) as more fully described in the scope of work attached as Exhibit A (the Scope of Work ) of the Request for Proposals document. For the avoidance of doubt, the selected Proposer under this RFP shall be responsible solely for the components of the NWBPCR Project outlined in the aforementioned Scope of Work.

The selected Proposer shall be responsible for complying with all applicable sections of the New York City ( NYC ) Building Code and the Rules of the City of New York ( RCNY ) as more fully described in the Scope of Work but which require, among other things, that certain materials, operations, and equipment be inspected and/or tested to verify the NWBPCR Project's compliance with the special inspections code requirements specified within this RFP.

The selected Proposer will be responsible for all Work which shall include, but not necessarily be limited to, NYC Department of Buildings ( DOB )-required special inspections and tests of such materials and equipment utilized for, and operations undertaken for, the NWBPCR Project. (individually, the Project Drawings and the Project Specifications, and collectively, the Construction Documents ) to be provided by BPCA to the selected Proposer, upon awarding of the contract associated with this RFP (the Contract ).

New York State-certified Minority-Owned Business Enterprises ( MBE ), Women-Owned Business Enterprises ( WBE ) and Service-Disabled Veteran-Owned Business Enterprises ( SDVOB ) are encouraged to submit Proposals.

Restricted Period

Proposers are restricted from making contact with anyone other than the Designated Contacts (identified below) during the period from the time of publication of this advertisement through approval of the procurement contract by BPCA (the Restricted Period ). Employees of BPCA are required to record certain contacts during the Restricted Period, including, but not limited to, any oral, written or electronic communication with a governmental entity under circumstances where a reasonable person would infer that the communication was intended to influence the governmental entity's conduct or decision regarding the governmental procurement, and to make a determination of responsibility based, in part, upon any such contact. Failure to abide by this process may result in a finding of non-responsibility.

Background
The Battery Park City Authority (BPCA), a New York State public benefit corporation, is requesting proposals for special inspection and laboratory testing services for the North West Battery Park City Resiliency Project (NWBPCR Project). BPCA's mission includes financing, developing, constructing, maintaining, and operating Battery Park City as a mixed-use community.

The NWBPCR Project aims to provide flood protection against severe storm activity and rising sea levels, following assessments initiated after Superstorm Sandy.

Work Details
The selected Proposer will perform a variety of special inspection and laboratory testing services required by the NYC Building Code and the Rules of the City of New York. This includes inspections and tests for materials and operations utilized in the NWBPCR Project. Specific tasks include:
1. Conducting special inspections for structural steel welding, high strength bolting, concrete casting (in-place, precast, pre-stressed), masonry work, wood installations, deep foundation elements, and various mechanical systems.
2. Preparing all necessary documentation for filing with the NYC Department of Buildings (DOB), including Technical Reports and other required reports.
3. Certifying that construction operations performed by contractors comply with applicable codes and project specifications.
4. Participating in final inspections to verify compliance with occupancy certificates.
5. Coordinating with BPCA's designated representatives for scheduling inspections.

Period of Performance
The contract is expected to last 60 months from the anticipated start date in October 2025.

Place of Performance
The work will be performed in Lower Manhattan, New York City.

Bidder Requirements
Proposers must be licensed to do business in New York State and hold a Certificate of Authorization to provide Engineering Services from the NYS Education Department. They must also be registered with DOB as a Special Inspection Agency for all relevant categories. Proposers should have at least three licensed professionals on staff with relevant experience and demonstrate a minimum staffing level of thirty full-time special inspectors.

Additionally, there are MBE/WBE/SDVOB participation goals set at 15% for MBE/WBE subcontracting and 6% for SDVOB contracting.
