A non-mandatory Proposers' conference ( Proposers' Conference ) will be hosted online via Microsoft Teams on July 8 , 2025, at 10:00 a.m. Although attendance is not mandatory at the Proposers' Conference, it is strongly recommended that all interested Proposers attend, and that Proposers thoroughly review bid documents in advance of the meeting. Proposals must be successfully submitted into iSupplier in final form no later than 2 p.m. on July 31, 2025 (the Proposal Submission Deadline ). Proposals which are saved in iSupplier as a draft but not successfully submitted will not be considered. Proposers should refer to Section IV(2) of this RFP for details on Proposal submission requirements.
Proposer shall electronically upload a single .pdf containing ALL components of the Proposal into iSupplier by 2PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions. NYCHA will not accept Proposals via e-mail, fax, or mail. Instructions for registering for iSupplier can be found at: https://www.nyc.gov/site/nycha/business/isupplier-vendor-registration.page. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer's iSupplier profile to be approved. Background
The New York City Housing Authority (NYCHA) is seeking proposals from qualified consulting firms to provide needs and cost assessment consulting services for the Permanent Affordability Commitment Together (PACT) program and other related real estate development activities.
The goal of this contract is to perform a Capital Needs Assessment (CNA) and utilize a CNA eTool as per HUD's Notice H-2019-09 PIH-2019-23 issued on September 5, 2019.
Work Details
The contractor will be responsible for conducting a comprehensive Capital Needs Assessment (CNA), which includes evaluating the physical condition of properties, assessing the financial viability of proposed improvements, and providing recommendations for future investments.
The CNA must adhere to HUD guidelines and include the use of the CNA eTool. Specific deliverables include detailed reports outlining findings, cost estimates, and strategic recommendations for NYCHA's real estate development initiatives.
Period of Performance
The contract will have an initial term of three (3) years from the date of award.
Place of Performance
The services will be performed across various locations in New York State as determined by NYCHA's needs.
