PROJECT SCOPE RCDMH is seeking to identify a provider to establish Mobile Crisis Services in Rockland County in accordance with all current OMH guidance and standards (see Attachments A and B). The selected applicant will provide Mobile Crisis response 24 hours a day, 7 days a week, 365 days a year for adults and children experiencing, or at imminent risk of experiencing, a behavioral health (BH) crisis. The selected provider will be expected to provide an in-person mobile response when directly dispatched to a location from the BHCC and routinely provide in-person mobile response for follow-up care. Services will be provided regardless of an individual's payor source or ability to pay.

Background
The Rockland County Department of Mental Health (RCDMH) is seeking to establish a Mobile Crisis Service funded by the New York State Office of Mental Health. This initiative aims to provide 24/7 mobile and telephonic crisis response services for adults and children facing behavioral health crises. The service is designed to reduce unnecessary police involvement and emergency room visits, ensuring that individuals receive timely support regardless of their ability to pay.

Work Details
The selected provider will deliver the following services:
- Telephonic Crisis Response
- Mobile Crisis Response
- Telephonic Crisis Follow-up
- Face-to-Face Crisis Follow-up

These services will be operational 24 hours a day, 7 days a week, and will be provided in various community settings. The provider will collaborate with the Behavioral Health Call Center (BHCC) for dispatching mobile crisis responses and will establish a Mobile Crisis Community Advisory Committee to gather feedback from community stakeholders. Additionally, the provider must comply with all relevant state guidelines and maintain ongoing communication with RCDMH to address local needs.

Period of Performance
The contract will commence on September 1, 2025, and run through December 31, 2026, with three one-year renewal options contingent upon state aid.

Place of Performance
Services will be provided throughout Rockland County, New York.

Bidder Requirements
Eligible bidders must have at least three years of experience operating a licensed OMH program or an OMH designated mobile crisis program. They must also establish a physical location in Rockland County and demonstrate the ability to provide overnight in-person coverage.
