Background
The New York State Department of Health (NYSDOH), through its Office of Health Equity and Human Rights (OHEHR), is seeking applications from qualified service providers to support the Migrant and Seasonal Worker Program. The program aims to enhance access to high-quality, culturally appropriate health and social services for Migrant and Seasonal Workers (MSW) and their families in New York State. This initiative is part of NYSDOH's commitment to improving health equity by addressing the needs of underserved populations.

Work Details
The selected applicants will provide a range of health and social support services tailored to the needs of Migrant and Seasonal Workers. Services may include:
- Access to primary health care services, including preventive health screenings.
- Culturally and linguistically appropriate outreach and education.
- Enabling services such as transportation and translation.
- Coordination with community health centers approved under section 330 of the Public Health Services Act.
- Engagement with the target population for ongoing feedback on service delivery.
- Subcontracting components of the work plan as necessary, with a requirement that the lead organization maintains overall responsibility for all contract activities.

Period of Performance
The contract period is anticipated to be from January 1, 2026, to December 31, 2030, subject to funding availability and satisfactory performance.

Place of Performance
Services will be provided throughout New York State, specifically targeting areas where Migrant and Seasonal Workers reside or work, including agricultural sites and temporary housing.

Bidder Requirements
This opportunity is a Service-Disabled Veteran-Owned Business (SDVOB) Set Aside. Only New York State Certified SDVOBs are eligible to apply. Applicants must be incorporated entities registered with the Secretary of State, prequalified in the New York State Statewide Financial System (SFS), and must demonstrate capacity to serve a minimum number of Migrant and Seasonal Workers as outlined in Attachment 2. Not-for-profit organizations must also comply with specific licensing requirements if working with children.
