Background
The Buffalo Public Schools is seeking to enhance literacy and language development for approximately 300 educators teaching grades PK-4.
The goal of this RFP is to provide professional learning that focuses on the fundamentals of reading instruction, supporting reading teachers, literacy coaches, and instructional coaches.
This initiative aims to ground educators in the five pillars of literacy—oral language, phonological awareness, phonics, fluency, vocabulary, and comprehension—through a structured literacy approach based on the Science of Reading.
Work Details
The selected vendor will deliver a comprehensive professional learning plan that includes:
- A train-the-trainer model for district staff to disseminate information to other educators.
- Professional learning sessions tailored for PK-4 teachers, support reading teachers, literacy coaches, instructional coaches, administrators, and teacher assistants.
- Training provided in various formats including in-person sessions and online platforms (webinars, synchronous and asynchronous sessions).
- Ongoing training and support for individual schools.
- Capability to train large groups (30-40 participants) effectively.
Additionally, the vendor must ensure compatibility with existing systems (e.g., Microsoft Active Directory) and provide technical support for end users.
Period of Performance
The initial contract term is from July 1, 2026 to June 30, 2027 with potential extensions of five single years until a maximum term end date of June 30, 2032.
Place of Performance
Services will be performed within the Buffalo Public Schools district.
Bidder Requirements
Vendors must provide a current Certificate of Liability Insurance and complete several forms including an Equal Employment Opportunity Employee Information Report and a Non-Collusive Bidding Certification.
Vendors are encouraged to submit any relevant certifications such as MBE/WBE/SDVOB. Subcontractors may not be used for this contract.
