Background
The Professional Development Program (PDP), managed by The Research Foundation for State University of New York, is contracted by the Office of Employee Relations (OER) to provide the Public Service Workshops Program (PSWP). This program aims to deliver training for employees represented by the Public Employees Federation (PEF), Management Confidential (M/C), and Civil Service Employees Association (CSEA).
The goal of this RFP is to identify a vendor capable of delivering structured multi-day Labor/Management Committee training workshops focusing on effective communication skills and workplace respect best practices.
Work Details
The vendor will provide Labor/Management Committee (LMC) training workshops that include:
- A brief overview of basic labor relations principles and committee organization.
- Effective communication and conflict resolution skills, including listening versus hearing, communicating during conflict, breaking cycles of mistrust, and handling difficult situations.
- Agenda building and successful meeting management techniques.
- Two half-day assessments for Labor and Management prior to each workshop.
Training sessions typically consist of two full-day workshops (9:00 AM - 4:00 PM) with an option for three days based on committee needs. Class sizes will vary from 7 to 15 members depending on the committee size.
Period of Performance
The contract will be performed from July 1, 2026, through December 31, 2027, with the possibility of up to four one-year extensions based on funding and performance quality.
Place of Performance
Training will be conducted at various locations across New York State as needed by the agencies involved.
Bidder Requirements
Bidders must demonstrate experience in delivering Labor/Management Committee training within a NYS/PEF or NYS/CSEA environment. They should provide qualifications of assigned facilitators, three work samples demonstrating relevant experience, and an all-inclusive cost proposal covering delivery, materials, pre-work, post-work, travel costs, and other expenses.
