Instructional Leadership

Background
The Buffalo City School District (BCSD) Office of School Leadership is seeking a partner organization to enhance the instructional leadership capabilities of principals and school leadership teams. The goal is to improve student achievement by increasing the time principals devote to instructional leadership and providing them with research-based strategies and coaching.

Work Details
The selected partner organization will be responsible for:
- Increasing principals’ time devoted to instructional leadership.
- Enhancing principals’ capacity to implement high-leverage strategies that improve teacher feedback and coaching.
- Providing research-based strategies that shift principals' focus from operational tasks to instructional leadership.
- Delivering targeted instructional leadership coaching to support school-wide improvement efforts.

Specific services include individualized and group coaching, strategic time management practices, tools for effective coaching, training in data-driven decision-making, collaboration with district offices, and regular check-ins with district leadership.

Period of Performance
Initial contract term from July 1, 2026, to June 30, 2027, with five optional one-year extensions, potentially extending the maximum term end to July 1, 2032.

Place of Performance
Services will be performed within the Buffalo City School District.

Bidder Requirements
Respondents must demonstrate organizational capacity to support at least 30 principals and their teams. They must provide evidence of improved student outcomes from previous work in similar urban districts. Insurance is required; subcontractors may not be used.
