Description

The New York State Housing Finance Agency, State of New York Mortgage Agency and the New York State Housing Trust Fund Corporation (collectively, the Agencies) hereby issues the attached Request for Proposal (RFP) seeking qualified competitive proposals from value-added resellers (VARs or Proposers) of ImageSilo's Electronic Content Management Systems. Proposers shall be authorized resellers of the ImageSilo / Digitech Systems LLC and shall meet or exceed the Proposer Mandatory Minimum Qualifications in the RFP.

The Agencies currently manage a vast repository of records in the ImageSilo system, including 4.1 terabytes (TB) of digital documents. In accordance with the Agencies' Procurement Contract and Guidelines (Guidelines), the need for this open competitive RFP for the continuity of the ImageSilo system for a 5-year term is required to ensure compliance with the Guidelines and New York State Archives regulations.

Background
The New York State Housing Finance Agency (HFA), State of New York Mortgage Agency (SONYMA), and the New York State Housing Trust Fund Corporation (HTFC) are seeking proposals for the ImageSilo Electronic Content Management System. The Agencies manage a vast repository of records, including approximately 4.1 terabytes of digital documents. They require continuity in their ECM system to comply with procurement guidelines and state regulations. This RFP aims to ensure operational efficiency while supporting the Agencies' mission of promoting affordable housing and homeownership opportunities in New York.

Work Details
Proposers must be authorized resellers of ImageSilo/Digitech Systems LLC and meet mandatory qualifications. The scope includes:

1. Providing a fully functional ImageSilo ECM system for a five-year term.
2. Ensuring compliance with New York State Archives regulations.
3. Supporting a cloud-hosted environment with at least 98.9% uptime.
4. Implementing advanced features such as metadata tagging, automated workflows, and regulatory compliance (NIST, ISO 27001, FISMA).
5. Offering Service Level Agreements (SLAs) for support response times.
6. Providing a pricing structure based on per gigabyte storage used.
7. Ensuring all data is segregated and not accessible outside the contiguous United States.

Period of Performance
The contract will be performed over a five-year period starting from the anticipated selection date of October 1, 2025.

Place of Performance
The services will be performed in New York City and potentially other locations across all counties in New York State.

Bidder Requirements
Proposers must meet specific qualifications:

1. Certification as an authorized reseller of ImageSilo ECM systems.
2. Compliance with MWBE participation goals: 15% for minority-owned businesses and 15% for women-owned businesses.
3. A goal of 6% participation from service-disabled veteran-owned businesses (SDVOBs).
4. Submission of various forms including insurance documentation, financial capacity evidence, and EEO diversity plans.
