IFB 25-059 - Sidewalk Paving

Background
The New York State Office of Mental Health (OMH) is seeking to procure contractors for sidewalk excavation, paving, and repair work at the Central New York Psychiatric Center located at 9005 Old River Road, Marcy, NY. The goal of this contract is to enhance the safety and accessibility of the campus through necessary sidewalk improvements.

Work Details
The work includes excavation, replacement, and repair of sidewalks in several areas on the campus: Cottage Lane/Mason Street sidewalks, Bigelow Drive Main Entrance, and Mason Street. Specific tasks include:
- Excavate existing sidewalk to a depth of 10 inches and remove debris from the site.
- Place Type 2 subbase aggregate at a depth of 6 inches.
- Form and pour NYSDOT Class D concrete with fibers to a depth of 4 inches.
- Install expansion joints every 20-25 feet and when joining existing concrete per NYSDOT standards.
- Apply cure compound on concrete after finishing.
- Place cast iron DWU at all ramps intersecting with the roadway.
- Add 4 inches of topsoil and seed in turf areas along the sidewalk.
- Conduct asphalt restoration at all driveways where the sidewalk cuts through.

Bidder Requirements
Bidders must comply with specific MWBE subcontracting goals: 16% for Minority Owned Businesses, 14% for Women Owned Businesses, and 6% for Service-Disabled Veteran-Owned Businesses. Bidders must also provide proof of being in business performing similar services for at least three years. Additionally, they must submit various forms including Attachment C (Solicitation Cover Sheet), Attachment D (Bid Quote Sheet), Attachment E (Non-Collusive Bidding Certificate), among others. Furthermore, bidders must be registered to conduct business in New York State.
