Description

The New York State Office of Mental Health (OMH) is seeking to procure, through an Invitation for Bid (IFB) installation of a new driveway and parking area, for Hutchings Psychiatric Center, located at 5562 Thompson Road, New York, NY 13206. The required specifications are listed in Section 1 - Scope of Work in the IFB document.

Pre-bid Conference/Site Visit Registration Forms are due per the instructions in the IFB by 3:00 PM ET, Thursday, August 7th, 2025.

There is a Mandatory Site Visit at 10:00 AM ET on Tuesday, August 12th, 2025

Questions regarding this solicitation are due per the instructions in the IFB by 3:00 PM ET, Friday, August 15th, 2025.

Questions will be accumulated by OMH and responses will be sent to potential bidders by Tuesday, August 19th, 2025. The Q&A will also be posted to the contract reporter.

Bids are due no later than 3:00 PM ET, Thursday, August 21st, 2025. No late bids will be accepted.

Background
The New York State Office of Mental Health (OMH) is seeking to procure the installation of a new driveway and parking area for Hutchings Psychiatric Center, located at 5562 Thompson Road, Syracuse, NY 13206. This project aims to enhance the facility's infrastructure while ensuring safety for patients and staff. The contract is part of OMH's commitment to maintaining high standards in its facilities.

Work Details
The scope of work includes:
1. Excavating the proposed driveway and parking lot to a depth of 17 inches.
2. Laying down geotextile fabric prior to stone placement.
3. Placing stone (CR #2) in the excavated areas, compacting it, and paving with a 4-inch (compacted depth) Type 3 Binder course followed by a 1.5-inch Type 6 asphalt top course.
4. Removing all spoils and debris from the property.
5. Repairing the ground around the new driveway and parking area with topsoil and spreading grass seed.

Period of Performance
The contract period is from September 1, 2025, to March 31, 2026, with project completion required by October 31, 2025.

The work will be performed at Hutchings Psychiatric Center located at 5562 Thompson Road, Syracuse, NY 13206.

Bidder Requirements
Bidders must demonstrate good faith efforts to achieve a minimum of 30% participation from Minority and Women-Owned Business Enterprises (MWBE) in their proposals. Additionally, bidders must provide proof of having been in business performing similar services for at least three years and submit various forms including Attachment C (Solicitation Cover Sheet), ST-220-CA Contractor Certification, Bid Quote Sheet, Non-Collusive Bidding Certificate, Business References, Vendor Responsibility Questionnaire, and proof of insurance as specified in the solicitation.
