Hydraulic Cylinder Repairs for the Division of Inventory & Stores

Background
The City of Buffalo, New York, through its Department of Administration, Finance, Policy & Urban Affairs, Division of Purchase, is seeking bids for hydraulic cylinder repairs for the Division of Inventory & Stores. The goal of this contract is to ensure the maintenance and repair of hydraulic cylinders used by the city, which are critical for various municipal operations.

Work Details
The contract involves the repair of hydraulic cylinders with specific tasks outlined for different groups:

1. **Main Sweep Cylinder** (Estimated Quantity: 18 per year):
- Disassemble and inspect
- Install a new chrome rod
- Weld and machine rod eye to OEM specifications
- Weld repair barrel end eye to OEM specifications
- Install a new rod gland
- Repair and polish cylinder rod
- Weld and machine O-ring bore in body
- Install new head retainers
- Provide a new seal kit (rod, piston, body) with anti-extrusion seals
- Install a new rod end
- Hone cylinder body
- Polish cylinder rod
- Assemble completely
- Test and paint
- Labor rate per hour for any repairs not listed above.

2. **Tailgate Cylinders** (Estimated Quantity: 18 per year): Similar tasks as above with specific modifications such as refurbishing gland with bronze and using old eye for the new chrome rod.

3. **Plow Cylinders 4” x 10” x 2”** (Estimated Quantity: 18 per year): Includes disassembly, inspection, installation of new components, and testing.

4. **Tipper Motors** (Estimated Quantity: 18 per year): Involves complete disassembly, installation of new parts, and reassembly.

5. **Plow Angle Cylinders 3½ x 15 DA** (Estimated Quantity: 18 per year): Similar repair tasks as above.

Period of Performance
The contract will commence upon award and is expected to run from July 1, 2026 to June 30, 2027. The contract may be renewed for four additional one-year periods if mutually agreed upon.

Place of Performance
Repairs will be conducted at the Division of Inventory & Stores located at 197 Broadway Stockroom, Buffalo, New York.

Bidder Requirements
Bidders must submit a bid bond or certified check amounting to at least ten percent (10%) of the total bid amount if it exceeds $20,000. Bidders are required to work towards a minority workforce goal of 25% and a woman workforce goal of 5%. Additionally, they must aim for business utilization goals for minority business enterprises of 25% and woman business enterprises of 5%. Compliance with Energy Star requirements is also necessary.
