Hourly Based Information Technology Services (HBITS)

Background
The New York State Office of General Services (OGS) is re-posting Solicitation #23311 for Hourly Based Information Technology Services (HBITS).
This contract aims to provide a procurement vehicle for government entities across the state to utilize staff augmentation, addressing the increasing challenge of hiring hourly IT staff.
Authorized Users will be able to issue competitive Task Orders and hire IT staff based on their specific position requirements from a list of 49 job titles offered in three regions.
OGS plans to award contracts to no more than 45 vendors.

Work Details
Under this contract, the following services will be provided:
- Staff augmentation for IT projects through hourly-based placements.
- Contractors will provide candidates for various IT roles including but not limited to: IT Specialist, Software Architect, Software Developer, Systems Developer, Project Manager, and Business Analyst.
- Each contractor must have placed at least six IT staff members in government entities within the last three years.
- The contract excludes deliverable-based IT services, project-based IT services, web hosting, and installation work considered public works.

Period of Performance
The contract period is five (5) years with an option for a two (2) year extension.

Place of Performance
Services will be performed statewide across New York State.

Bidder Requirements
Bidders must meet the following qualifications:
- Continuous operation for at least three years supplying hourly based IT staff placements.
- A minimum of $700,000 in verifiable sales for providing IT staff placements within the last three years.
- Bidders must be registered in the New York State Vendor File prior to being awarded a contract.
- Participation goals include 6% for Service-Disabled Veteran-Owned Businesses (SDVOB) and 0% for Minority/Women Business Enterprises (MWBE).
