Background
The Western Catskills Community Revitalization Council, Inc. (WCCRC) is seeking proposals from licensed and qualified engineers or firms to provide engineering services as part of the HOME Manufactured Home Replacement Program. This program aims to replace six dilapidated manufactured homes across 18 towns in Delaware, Greene, and Schoharie Counties over the next two years, with a contractual end date of June 30, 2028.
Work Details
The selected engineer or firm will be responsible for the following services:
A. Provide a stamped, properly scaled site plan for the installation of a new manufactured home to replace the existing home on site.
B. Design a concrete slab foundation that meets applicable HUD standards and specifications for use with insulated skirting.
C. Locate and assess the functionality of the existing septic system.
D. If recommending a new septic installation, test soil and design a stamped plan for the new septic system in conjunction with the site plan.
E. Provide certification of satisfactory septic system installation/inspection per code requirements.
F. Consult with the manufactured home site contractor and WCCRC staff as needed.
Period of Performance
The contract will be performed over a period of two years, concluding on June 30, 2028.
Place of Performance
The services will be performed throughout WCCRC's service area, which includes 18 towns located in Delaware, Greene, and Schoharie Counties.
Bidder Requirements
Bidders must provide proof of relevant qualifications including professional licenses and certifications. A minimum of $1,000,000 in general liability insurance is required along with workers' compensation coverage. Minority and Woman Owned Business Enterprises (M/WBE), Service-Disabled Veteran Owned Businesses (SDVOSB), and Section 3 registered firms are strongly encouraged to apply.
