Description

A contractor will be hired to apply herbicide via foliar spray to Flowering Rush (Butomus umbellatus) and Common Reed (Phragmites australis). Flowering Rush stems will not be cut; however, a contractor shall cut stems of Common Reed at least 2 weeks post foliar treatment and stems will be left on-site. The herbicides selected will be reviewed and approved by
the Owner/Project Manager prior to use. Applicator(s) must be certified by NYSDEC as a Certified Commercial Pesticide Applicator (CCPA). A Certified Commercial Pesticide Technician (CCPT) may apply the herbicide if a CCPA is supervising work on site. Applicators must have both a 5A Aquatic Vegetation Control and a 3A - Ornamentals, Shade
Trees & Turf for this project.

Background
The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) is seeking a contractor to perform herbicide treatment of invasive species at Four Mile Creek State Park. The goal of this contract is to manage and control the spread of invasive plant species, specifically Flowering Rush (Butomus umbellatus) and Common Reed (Phragmites australis). This effort aims to restore the ecological balance of the park's wetland areas.

Work Details
The contractor will be responsible for applying herbicide via foliar spray to Flowering Rush and Common Reed. Specific tasks include:

1) Herbicide foliar spray on Common Reed;
2) Post-treatment mechanical cutting of Common Reed at least two weeks after herbicide application;
3) Herbicide foliar spray on both Common Reed and Flowering Rush using a search and treat method for individual plants and small stands not previously mapped;
4) Payment of an Article 15/Part 327 application fee for pesticide use.

The contractor must ensure all disturbed areas are restored to their original condition or better. A final inspection will be conducted before project closure.

Period of Performance
The work must occur between August 16, 2025, and March 31, 2026, with a request for project completion by December 31, 2025.

Four Mile Creek State Park, located at 1055 Lake Rd, Youngstown, NY 14174 in Niagara County.

Bidder Requirements
Bidders must have applicators certified by the New York State Department of Environmental Conservation (NYSDEC) as Certified Commercial Pesticide Applicators (CCPA). A Certified Commercial Pesticide Technician (CCPT) may apply herbicides under the supervision of a CCPA. Applicators must hold certifications in both Aquatic Vegetation Control (5A) and Ornamentals, Shade Trees & Turf (3A). Additionally, contractors must comply with all NYS DEC rules regarding herbicide application.
