Granular Activated Carbon Supply And Removal

Background
The City of Niagara Falls, on behalf of the Niagara Falls Water Board (NFWB), is seeking bids from qualified vendors for the supply and removal of granular activated carbon (GAC) at NFWB facilities. The mission of the NFWB is to ensure safe and reliable water services to the community. This contract aims to support that mission by providing essential materials for water treatment processes.

Work Details
The contract involves the supply and removal of various types/grades of granular activated carbon (GAC) as specified in the solicitation. Vendors must provide:
1. Granular activated carbon (GAC) - Standard make-up grade.
2. Granular activated carbon (GAC) - Inventory renewal grade.
3. Granular activated carbon (GAC) - Recycled, reactivated grade.
4. Removal and disposal/reuse of spent GAC currently in use at the Board's treatment facility.

Deliveries must be made to the Niagara Falls Water Board Wastewater Treatment Plant, with specific requirements for delivery timelines, documentation, and compliance with industry standards.

Period of Performance
The contract term is from January 1, 2026, through December 31, 2026, with a possible extension for one additional year if mutually agreed upon.

Place of Performance
The work will be performed at the Niagara Falls Water Board Wastewater Treatment Plant located at 1200 Buffalo Avenue, Niagara Falls, New York 14303.

Bidder Requirements
Vendors must comply with specific insurance requirements including:
1. Workers Compensation as required by Law.
2. Employer’s Liability with a minimum limit of $100,000.
3. Commercial General Liability insurance with limits of at least $1,000,000 per occurrence and $2,000,000 aggregate.
4. Pollution Liability insurance with minimum limits of $2,000,000.

Vendors must also submit a list of references from similar projects and provide specifications for any products offered.
