The City University of New York ( CUNY or the University ) is seeking proposals from appropriately qualified firms for the development and delivery of a cloud-based, fully hosted, customized giving day donation and engagement software platform, including branding and pagination, which will represent all twenty-six (26) CUNY campuses, as well as selected University programs, with unique college giving campaign pages (collectively, the Services ) in connection with the City University of New York's Giving Day .
Interested respondents are encouraged to review in detail the attached solicitation document and if the minimum qualifications are met, to submit a proposal in accordance with the submission requirements as detailed within.

Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. Offerer's Affirmation of Understanding of and Agreement pursuant to State Finance Law 139-j (3) and 139-j (6) (b)
2. Offerer's Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law 139-j and 139-k .
Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an impermissible contact under NYS law
and could result in disqualification of that vendor.

Background
The City University of New York (CUNY) is seeking proposals from qualified firms for the development and delivery of a cloud-based, fully hosted, customized giving day donation and engagement software platform. This platform will represent all twenty-six CUNY campuses and selected University programs, featuring unique college giving campaign pages. The initiative is part of CUNY's 'Giving Day' aimed at enhancing donation engagement across its institutions.
Work Details
The contractor will provide a fully hosted donation platform that includes:
1. A PCI-compliant system for processing one-time and recurring donations.
2. Customizable individual giving day pages for each college or program.
3. Options for including customized survey questions on donation pages.
4. Real-time tracking of donations and donor totals displayed on both centralized and individual participant pages.
5. Integration with major social media platforms for communication tracking.
6. Support for Challenge Grants and Matching Gifts technology.
7. Manual input capabilities for offline gifts.
8. Comprehensive training programs for end-users and system administrators, including virtual sessions accessible to 60 participants.
9. Ongoing technical support during specified hours, especially around key fundraising events.
Period of Performance
The contract term is five years, commencing approximately February 1, 2026, with the platform required to be operational no less than five months prior to the designated Giving Day scheduled for December 1, 2026.
Place of Performance
Services will be performed remotely; however, the platform will serve all CUNY campuses located in Bronx, Kings, New York, Queens, and Richmond counties.
Bidder Requirements
Proposers must have a minimum of three years of experience in similar services and must have successfully executed two higher education giving days of similar size and complexity. Additionally, there are participation goals of 30% for Minority-Owned Business Enterprises (MBE) and Women-Owned Business Enterprises (WBE), as well as a 6% goal for Service-Disabled Veteran-Owned Businesses (SDVOB). Proposers must submit a Supplier Diversity Utilization Plan or Request for Waiver form.
