GIS Mapping for MS4

Background
The City of Glen Cove, located on the north shore of Long Island in Nassau County, New York, is seeking proposals from qualified Engineering Consultants to perform GIS mapping services for the City’s Municipal Separate Storm Sewer System (MS4). This project is funded through a $75,000 grant from the New York State Department of Environmental Conservation (NYSDEC) with a required 10% match from the City.

The goal is to build a GIS-based inventory of the City’s MS4 to improve stormwater management and respond effectively to flooding and discharge reports, particularly as the City borders impaired waterbodies such as Hempstead Harbor and Glen Cove Creek.

Work Details
The selected consultant will provide professional services that include:
1. Conducting a project kickoff meeting with stakeholders including the City, CDA, and NYSDEC.
2. Developing a work schedule within 30 days post-kickoff that details all phases of the project.
3. Analyzing existing data gaps in the MS4 GIS database and collecting additional data through field staff.
4. Utilizing mobile data-driven ArcGIS maps to capture field data and update the City's GIS database in compliance with MS4 permit requirements.
5. Preparing final deliverables including maps showing stormwater infrastructure, potential retrofits, and a summary report according to NYSDEC guidelines.

Period of Performance
The contract will commence upon execution and is expected to be completed by May 14, 2027.

Bidder Requirements
This opportunity is set aside for Service-Disabled Veteran-Owned Businesses (SDVOBs) certified by New York State. Proposals must demonstrate relevant experience in similar projects and include evidence of compliance with MWBE participation goals established at 30% for this project.
