The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from police agencies in New York State for Police Traffic Services (PTS) grants under the Federal Highway Safety Program. The PTS grant program will provide funding to law enforcement agencies to conduct dedicated traffic enforcement. Participation in the national Click it or Ticket seat belt enforcement mobilization is required, as is having a current mandatory seat belt use policy in place for police officers of the department. This program will also fund agencies to conduct traffic enforcement details based on the crash data of their local patrol area with the goal of impacting motorist behavior and improving traffic safety within their jurisdiction. Grant applications are due on or before May 1, 2024. Applications received after the deadline will not be considered for funding. Applicants may request up to the maximum grant amount of $46,000. There is no minimum amount.

The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to local governments and qualifying not-for-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will provide funding for overtime to enforce laws in New York State against identified dangerous driving behaviors and to participate in the National Click it or Ticket seat belt enforcement mobilization. Applications from local governments and not-for-profit agencies must be approved by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.

Grants for the upcoming 2025 Federal Fiscal Year will run from October 1, 2024 to September 30, 2025.

All applications must be submitted through the GTSC's e-Grants system. The e-Grants system is web-based and requires internet access using a browser and Adobe Acrobat. E-Grant applications, instructions and guidelines can be accessed through the GTSC's website, https://trafficsafety.ny.gov. Additionally, all not-for-profit organizations must be registered and pre-qualified in the New York State Statewide Financial System (SFS) Vendor Portal/Grants Management in order to apply. Grantees are considered to be vendors by the State of New York and applicants must comply with New York State vendor requirements. The Governor's Traffic Safety Committee recommends that vendors file required Vendor Responsibility questionnaire online via the New York State VendRep System. Vendors must provide their New York State Vendor Identification Number when enrolling. To request assignment of a Vendor ID or for VendRep System assistance, contact the Office of the State Comptroller's Help Desk at (866)-370-4672 or (518) 408-4672 or by email at ciohelpdesk@osc.state.ny.us . Vendors opting to complete and submit a paper questionnaire can find the appropriate questionnaire from the VendRep website www.osc.state.ny.us/vendrep or may contact the Governor's Traffic Safety Committee or the Office of the State Comptroller's help desk for a copy of the paper questionnaire.

GTSC will issue award and non-award notifications to all applicants. Both awarded and non-awarded applicants may request a debriefing in writing, requesting feedback on their own proposal, regardless of whether it was selected for an award or not, within 15 business days of the GTSC dated letter. GTSC will not offer ranking, statistical or cost information of other applications until after the NYS Office of the State Comptroller has approved all awards under this RFA. Interested parties have 10 days from the contract award date to protest the contract award, or if a debriefing has been requested by the interested party, within five business days of the debriefing (whichever is later). The protest must be submitted in writing and must contain specific factual and /or legal allegations setting forth the basis on which the protesting party challenges the contract award by GTSC. Work Details
The work includes two main grant programs: Child Passenger Safety (CPS) and Police Traffic Services (PTS). The CPS grants will support educational activities of child passenger safety programs through fitting stations, awareness trainings, car seat check events, and car seat education & distribution programs for low-income families.

The PTS grant program will provide funding to law enforcement agencies to conduct dedicated traffic enforcement, including participation in the national Click It or Ticket seat belt enforcement mobilization and conducting traffic enforcement details based on crash data of their local patrol area with the goal of impacting motorist behavior and improving traffic safety within their jurisdiction. Additionally, there are General Highway Safety Grants available for local, state, and not-for-profit agencies to address a particular highway safety problem in their jurisdiction. These grants require applicants to submit a narrative outline of the problem with supporting data, details of proposed activities with milestones, and an evaluation plan.
