Background
The Syracuse Housing Strategies Corporation (SHSC) was established under the Not-For-Profit Corporation Law of New York and is authorized by the City of Syracuse Common Council.

The SHSC serves as a public instrumentality aimed at creating and preserving safe, affordable housing opportunities for residents of Syracuse. Its mission includes addressing housing market issues, remediating disinvestment in housing stock, providing secure living conditions, attracting new residents, and promoting economic development.

Work Details
The selected law firm will provide general counsel services including:
1. Representation of SHSC in all legal matters related to its operations and programming.
2. Preparation of corporate policies and resolutions for monthly meetings and representation at those meetings.
3. Legal advice regarding compliance with Public Authorities Law, Freedom of Information Law, and Open Meetings Law.
4. Review and consultation on program policies and documentation, as well as representation in litigation.

Period of Performance
The contract will last for one year starting from the date specified in the final agreement, with two optional one-year renewals subject to approval by the Mayor and Common Council.

Place of Performance
Services will be performed in Syracuse, New York.

Bidder Requirements
Bidders must demonstrate experience representing municipal corporations or public authorities. They are required to provide proof of professional liability insurance with a minimum coverage of $2 million per claim and $2 million aggregate, as well as general liability insurance with a minimum coverage of $1 million per occurrence. Additionally, bidders must comply with the Fair Employment and Licensure Opportunity Ordinance.
