General Counsel - Syracuse Housing Strategies Corporation

Background
The Syracuse Housing Strategies Corporation (SHSC) was established under the Not-For-Profit Corporation Law of New York and authorized by the City of Syracuse Common Council. The Corporation serves as a public instrumentality, aiming to create and preserve safe, affordable housing opportunities for residents of Syracuse. Its mission includes addressing housing market issues, remediating disinvestment in housing stock, providing secure living conditions, attracting new residents, and promoting economic development.

Work Details
The selected law firm will provide general counsel services including:
1) Municipal corporation representation;
2) Preparation of corporate policies and resolutions for monthly meetings;
3) Representation at Board meetings;
4) Legal representation regarding Public Authorities Law;
5) Legal advice on Freedom of Information Law and Open Meetings Law;
6) Review and consultation on program policies and procedures;
7) Representation in litigation matters.

Period of Performance
The contract will last for one year from the date of execution with two optional one-year renewals subject to approval by the Mayor and Common Council.

Place of Performance
Services will be performed in Syracuse, New York.

Bidder Requirements
Bidders must comply with the Fair Employment and Licensure Opportunity Ordinance of the City of Syracuse. They are required to submit various forms including a cover letter, financial disclosure form, prior non-responsibility determination disclosure, workforce diversity form, M/WBE subcontracting draft plan, non-collusive certification, and proposal confirmation.
