Background
The Empire State Development Corporation (ESD) is issuing a Request for Proposals (RFP) for the services of a freelance writer and graphic designer. The mission of ESD is to promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse, prosperous local economies across New York State.
This contract aims to develop a compelling and visually engaging Strategic Plan for the Division of Science, Technology, and Innovation (NYSTAR). This plan will outline key goals and actionable strategies to enhance New York's leadership in science and technology over the next decade.
Work Details
The selected contractor(s) will be responsible for:
1. Collaborating with subject matter experts to draft, refine, and edit all written content for the NYSTAR Strategic Plan.
2. Designing a visually impactful document that includes infographics, charts, illustrations, and layout that clearly communicates complex ideas.
3. Ensuring alignment with the State’s branding and accessibility guidelines.
Deliverables include:
- Draft versions of the Strategic Plan (text and layout).
- A final written content version.
- A fully designed and formatted final Strategic Plan.
- Editable source files for all graphics and layout.
- A short presentation deck summarizing the strategic plan.
Period of Performance
The contract term is to be determined (TBD), with an anticipated contract start date also TBD.
Place of Performance
All New York State counties.
Bidder Requirements
Respondents must comply with MWBE participation goals of 30% and SDVOB participation goals of 6%. They must submit an MWBE Utilization Plan with their proposal, as well as documentation demonstrating good faith efforts towards achieving these goals. Additionally, all bidders must certify compliance with various state laws including non-collusion, conflict of interest provisions, vendor responsibility requirements, the Iran Divestment Act, and Executive Orders 16 & 177 regarding discrimination policies.
