Background
The Town of Greenburgh, located in Westchester County, New York, is seeking proposals from qualified certified public accounting firms to conduct forensic auditing services for its financial records for the fiscal years 2020-2023. Work Details
The selected Forensic Auditor will be responsible for reviewing and analyzing financial records including:

- Bank Statements
- Payroll Records
- Accounts Payable
- Tax Records
- Audited Financial Statements for all Funds with supporting documentation for all Schedules
- Bank Reconciliation
- Accounts Receivable
- Capital Schedules
- Balance Sheets
- Fund Balance
- Grants
- Cash Receipts
- Annual Budget with supporting documentation for all Schedules.

The audit will focus on identifying potential irregularities such as fraud, waste, abuse, misappropriation of funds, and non-compliance with applicable laws. A detailed report summarizing the audit findings will be prepared and presented to the Town Board.

Period of Performance
The contract term is set for 3 months starting from the execution date of the agreement. The anticipated schedule includes commencing document review on or about November 3, 2025, and presenting the final analysis report to the Town Board on or about December 23, 2025.

Place of Performance
The services will be performed at the Town of Greenburgh offices located at 177 Hillside Avenue, Greenburgh, NY 10607.

Bidder Requirements
Bidders must be independent certified public accountants licensed to practice in New York and must have certification in financial forensics (CFF) as well as Certified Fraud Examiner (CFE). They should have a minimum of five years' experience providing auditing services to municipalities or government entities within New York State. Additionally, they must provide proof of adequate insurance coverage including general liability and professional liability insurance.
