Fire Extinguisher Full-Service Maintenance/Inspections & Testing for Various City Buildings

Background
The City of Buffalo is seeking proposals for fire extinguisher full-service maintenance, including inspections and testing, for various city-owned buildings. The goal of this contract is to ensure that all fire extinguishers are compliant with federal, state, and local laws, including the NYS Fire Prevention and Building Code and NFPA 10. The City intends to enter into an agreement with a qualified contractor for an initial term of one year, with options to renew for up to four additional one-year periods at the City's discretion.

Work Details
The contractor will provide full-service maintenance for approximately 250 city-owned buildings. Services include:

- Annual inspections of all fire extinguishers;
- Thorough examinations and repairs as per NFPA 10 standards;
- Checking gauge pressure, weight, condition of hoses, valves, and shells;
- Hydrostatic testing as required;
- Recharging extinguishers;
- Replacing defective units;
- Maintaining records of all services performed.

The contractor must also provide all necessary labor, tools, equipment, materials, and supervision. All costs associated with these services should be included in the proposal except for new extinguisher replacements and specific recharge costs.

Period of Performance
The contract will commence upon award and is expected to last for one year with options for renewal for up to four additional years.

Place of Performance
Services will be performed at various locations throughout the City of Buffalo, specifically in approximately 250 city-owned buildings including City Hall, police stations, fire houses, community centers, and parks.

Bidder Requirements
Bidders must have at least five years of experience in commercial fire extinguisher maintenance services. They must provide references from prior clients and possess all necessary licenses and insurance. Bidders are required to submit a complete proposal package including a corporate profile questionnaire, non-collusion certification, general questionnaire, and affirmative action statement.
