Background
Roswell Park Comprehensive Cancer Center, a National Cancer Institute-designated comprehensive cancer center located in Buffalo, New York, is seeking a qualified advisory firm to support a comprehensive evaluation of its current five-year strategic, financial, and operational plan. The goal of this contract is to identify performance improvement opportunities that will strengthen the organization's performance, alignment, and long-term financial sustainability. The engagement aims to validate the plan’s underlying assumptions, assess execution readiness, and identify actionable opportunities for market growth across clinical, research, operational, and corporate functions.

Work Details
The selected advisory firm will conduct a comprehensive review and validation of Roswell Park's five-year strategic plan. This includes assessing key market and operating assumptions, evaluating financial projections, reviewing capital investment priorities, and identifying risks with recommended mitigation strategies.

The firm will also identify performance improvement opportunities across hospital operations and research operations. Specific areas of focus include:
1. Hospital Operations: Clinical operations efficiency, scheduling management, physician performance optimization, revenue cycle performance, supply chain optimization.
2. Research Operations: Cost structure review, administration structure optimization.
3. Performance Improvement Assessment: Identify and quantify opportunities with an implementation roadmap and financial impact modeling.
4. Deliverables include a diagnostic report on current state assessments across various domains (clinical, operational), risk assessment matrices, validated five-year plan assumptions summary with identified gaps, and quantified performance improvement initiatives with ROI estimates.

Period of Performance
The initial term of the contract will commence upon the effective date stated in the agreement and continue through completion or an agreed-upon end date as specified in individual statements of work (SOWs).

Place of Performance
The services will be performed at Roswell Park Comprehensive Cancer Center located at Elm and Carlton Streets, Buffalo, New York.

Bidder Requirements
Vendors must demonstrate experience in medical center performance improvement with a minimum of 10 years’ experience for lead partners. Proposals should include detailed case studies of past engagements with healthcare organizations similar to Roswell Park. Vendors must comply with New York State requirements regarding equal employment opportunities for minority group members and women if the contract value exceeds specified thresholds.
