Background
The New York Power Authority (NYPA) is the nation’s largest state public power organization, responsible for providing network and communications services across its 16 generation facilities and over 1,400 circuit miles of transmission lines. NYPA aims to enhance its communications infrastructure by implementing a fiber management software solution that will streamline the planning, deployment, and maintenance of its fiber-optic networks. The goal is to efficiently organize fiber assets, integrate geospatial data, and improve operational efficiency while supporting various governmental and utility customers.
Work Details
The selected vendor will provide a comprehensive Fiber Management Software (FMS) that meets the following core functional requirements:
A. Fiber Documentation & Inventory Management:
1. Comprehensive Database for fiber details including type, length, core count, splice points, and connections.
2. Asset Tracking with unique identifiers (barcodes, QR codes).
3. Real-Time Updates for automatic record changes.
4. Hierarchical Structure for managing fibers and routes.
5. Document Management capabilities including attaching diagrams and linking documents.
B. GIS & Network Mapping Integration:
1. Geospatial Data Support for physical mapping.
2. Interactive Topology Maps for visual representation of fiber links.
3. Route Maps for optimal path design.
4. Capacity Maps to track fiber strand usage.
C. Fault Detection & OTDR Support:
1. OTDR Data Import for fault analysis.
2. Automated Alerts for detecting issues in fiber integrity.
D. Workflow, Services & Change Management:
1. Splice & Patch Records tracking.
2. Work Order Integration with existing ticketing systems.
E. Capacity Planning & Utilization Tracking:
1. Bandwidth Monitoring to track fiber strand usage.
2. Predictive Analytics for future capacity needs.
F. Integration with External Systems including billing and network management systems.
G. Security & Access Control measures such as Role-Based Access Control (RBAC) and data encryption.
H. Mobile & Field Support features including offline mode and mobile app access for field technicians.
I. Reporting & Analytics capabilities to generate custom reports and dashboards.
Period of Performance
The contract is expected to be completed within 12 months from the fully executed agreement, with major deliverables scheduled at specific intervals: project kickoff within one week, solution design within one month, implementation within three months, and data migration closeout within six months.
Place of Performance
The services will be performed at NYPA facilities across New York State as well as remotely by staff working in the field.
