Feasibility Study for Route 13 Parcel

Background
The Town of Dryden is seeking to engage a qualified consultant to conduct a feasibility study for a 100-acre undeveloped parcel located on Route 13, between the NYSEG building and the Rt. 366 turnoff towards Etna (Tax Map Parcel #44.-1-9). This study aims to create a realistic plan for the use of this area, enhancing opportunities for affordable housing and reflecting the community's vision for growth and development as outlined in the Comprehensive Plan.

Work Details
The consultant will provide services including researching best practices, document drafting, mapping, and creating a professional report with verifiable references and statistical analysis. The report must cover:

- Features of the land and evaluation of construction conditions.
- Recommendations for highest and best uses of the 100 acres.
- Estimation of successful housing units in the current market, focusing on diverse options including rentals and for-sale units aimed at creating a walkable community.
- Identification of viable commercial uses, including childcare services and potential TCAT park-and-ride facilities.
- Locating external funding sources to support the project.
- Estimating costs to provide water and sewer services within the parcel based on existing infrastructure studies.

Period of Performance
The contract term is set for 6 months, with anticipated work completion by June 1, 2026.

Place of Performance
The feasibility study will be conducted in the Town of Dryden, Tompkins County.

Bidder Requirements
No specific set-aside certifications are required for this contract. The consultant must carry a minimum of $1 million in general and automotive liability insurance throughout the duration of the agreement.
