ERP Software Services

Background
The City of Dunkirk, New York, is seeking to contract for professional ERP Software services to replace its current legacy ERP software. The goal is to support the day-to-day activities of various departments within the city, enhancing operational efficiency and service delivery to its approximately 12,000 residents. The City provides a range of services including sanitation, water treatment, public safety, and economic development. The project aims for full implementation by January 1, 2026.

Work Details
The contract involves two phases of ERP system implementation:

PHASE I (3/1/25 to 9/1/25):
- Core Application Software including:
- Financials: General Ledger, Cash Receipting, Accounts Payable, Budgeting, Bank Reconciliation, Purchasing, Report Writer, Fixed Assets, Miscellaneous Billing, Online Customer Account Access, Capital Planning, Credit Card Processing.
- Payroll & HR: Employee Records/Personnel Actions, Employee and Manager Self-Service, Employee Performance Management, Time & Attendance Payroll & Taxes, Employee Benefits, Online Timecards.
- Utility Billing: Utility Billing Management and Meter Management.

PHASE II (9/1/25 to 12/31/25):
- Property Management: Grant Management, Code Enforcement, Inspections, Permitting and Licensing.
- Planning/Project Management and GIS.
- Economic Development Services and Real Estate & Other Tax Billing.
- Additional modules such as Parking ticket software interfaces and mobile app capabilities.

Required capabilities include cloud-based solutions with robust property management features and the ability to integrate with existing systems such as ADP for payroll.

Period of Performance
The contract will be performed in two phases: Phase I from March 1, 2025 to September 1, 2025; Phase II from September 1, 2025 to December 31, 2025.

Place of Performance
The contract will be performed in Dunkirk, New York.
