Engineering Services for Subsurface Sewage Treatment Systems (Septic) Plan Review & Inspection Services

Background
The Town of North Elba is a municipality located in Essex County, known for being a primary economic driver in the North Country, attracting thousands of visitors annually.

In 2019, the Town adopted the 'Lake Placid Lake Septic System Inspection Law' to regulate septic systems near Lake Placid Lake. This law requires inspections every five years for seasonal homes and three years for full-time residences. It was recently amended to enhance protection against pollutants and mandates inspections before property sales unless conducted within the previous year.

Work Details
The selected Consultant must be a licensed professional engineer and will conduct on-site septic system inspections under the oversight of the Town Code Enforcement Office. Approximately 100 septic systems are estimated to require inspection.

The Consultant must respond to inspection requests within three working days and schedule inspections at mutually agreeable times. Inspections may involve septic tank pump-outs or dye tests arranged by property owners. A written inspection summary detailing system conditions must be provided, including reasons for any failures as per the Town Septic System Inspection Law.

Additionally, the Consultant will perform design plan reviews for new or replacement residential septic systems in accordance with applicable laws and standards, including NYSDOH guidelines and potentially requiring SPDES permits for larger systems.

Period of Performance
The contract term is to be determined, with proposals due by September 5, 2025.
