Employee Assistance Program for The City of Buffalo and its Agencies & Authorities

Background
The City of Buffalo, through its Department of Human Resources, is seeking qualified professionals to provide Employee Assistance Program (EAP) services for its employees and those of the Buffalo Sewer Authority (BSA) and the Buffalo Urban Renewal Agency (BURA).

The goal of this RFP is to enhance employee well-being and support through professional counseling and assistance services.

Work Details
The selected Offeror will provide a range of EAP professional services including:
- Face-to-face evaluations for eligible employees and their families;
- Counseling and referrals as necessary;
- A 24/7 telephone answering service;
- Emergency response for crises;
- Training sessions for supervisors;
- Employee orientations;
- Informational brochures;
- Marketing materials;
- Ongoing evaluation and reporting on program effectiveness;
- Development of individual service plans;
- Coordination with other agencies for utilization reports;
- Specialized services tailored for Police and Fire Department personnel.

Specific training topics include stress management, confidentiality, documentation importance, and crisis intervention. The Offeror must ensure that all professionals associated with the EAP complete a training program in Critical Incident Stress Management.

Period of Performance
The contract will commence upon award and will continue for a specified term as outlined in the final agreement. Ongoing evaluations will be conducted quarterly.

Place of Performance
Services will be performed primarily within the City of Buffalo, New York, with provisions for remote support as needed.
