Employee Assistance Program for City of Troy Employees

Background
The City of Troy, New York is soliciting proposals from qualified firms to provide employee assistance services for its employees. The aim is to establish a program that offers confidential support to approximately 550 employees and their immediate family members, addressing various personal and professional challenges.

Work Details
The selected firm will provide a comprehensive Employee Assistance Program (EAP) that includes:

- 24/7 confidential assistance covering areas such as family problems, physical and emotional abuse, alcohol and substance abuse, divorce, childcare or eldercare, debt problems, legal issues, and more.

- Services will be available at no cost to employees for initial counseling sessions. The program must include training for supervisors on compliance with DOT alcohol & drug testing programs. Additionally, the contractor will provide informational materials such as posters and brochures and quarterly reports on employee usage while maintaining confidentiality. Other preferred services may include an online platform for training and resources.

Period of Performance
The contract will commence on January 1, 2026, and continue through December 31, 2029, with an option for a two-year extension upon mutual agreement.

Place of Performance
Services will be provided to employees of the City of Troy located in New York State.

Bidder Requirements
Proposals must include a detailed company background, a list of similar services provided in the last three to five years (including client references), proof of insurance coverage including general liability and professional liability insurance with specified limits, compliance with non-discrimination policies, and adherence to the Iran Divestment Act. The selected firm must also comply with the City’s insurance requirements which include additional insured clauses.
