Description

The purpose of this solicitation is to obtain an elevator inspection firm and Qualified Elevator Inspector (QEI) to provide OGS with elevator inspection services in order to establish compliant maintenance conditions and safe operation of all Vertical Transportation Equipment in the various State Office Buildings throughout New York State. The awarded Contractor(s) shall accomplish this by performing periodic inspections and test witnessing, maintenance quality control audits, and consulting services. Additionally, the awarded Contractor(s) will assist OGS in determining whether or not the necessary third-party elevator maintenance work is being performed in accordance with the OGS approved Maintenance Control Plans (MCP), all applicable codes, and OGS requirements.


This solicitation is being divided into three geographic lots. It is intended to be a multi-award Contract. The lots are identified in Section 2.2 Lots and Facilities to be Serviced, along with the facility specifications. One contract will be awarded per lot. Bidders may choose to bid on one or multiple lots. If a Bidder wins multiple lots, a single contract for all lots awarded shall be established.


The State considers the following qualifications to be a pre-requisite in order to be considered a qualified Bidder for purposes of this Solicitation. Bidders not meeting the qualifications below will be disqualified. Bidders may not use a Subcontractor's or any other entity's qualifications to meet requirements.


The following minimum requirements must be met by each Bidder:



  1. Possess a current valid Elevator Inspection Contractor License issued by the NYS Department of Labor. This license is required to engage in the business of elevator and conveyance inspections, or to represent oneself as an Elevator Inspection Contractor.

  2. The Bidder must not have a current contract to perform maintenance services for any of the equipment listed in IFB Attachment 2- Listing of Elevator Equipment. Award of this contract shall preclude the selected Bidder from performing maintenance services for any equipment listed in IFB Attachment 2 during the term of this contract.

  3. The Bidder has been actively engaged for at least the past three years in the operation, periodic inspections, witnessing of annual testing, maintenance audits and knowledge of Building Code Requirements for Vertical Transportation Equipment, including elevators, escalators, dumbwaiters, and wheelchair lifts.

Bidder's senior management personnel has been actively engaged for the Bidder and/or other firm(s) in which they also served as senior management personnel, for at least the past three years in the operation, periodic inspections, witnessing of annual testing, maintenance audits and knowledge of Building Code Requirements for Vertical Transportation Equipment, including elevators, escalators, dumbwaiters, and wheelchair lifts. However, in this case, the Bidder must have been in business for at least one year. OGS' determination as to whether subject personnel serve or served in senior management positions shall be final.
