Background
The New York State Office of Victim Services (OVS) is seeking letters of interest from authorized degree-granting institutions in New York State to develop curriculum, provide training, and implement project operations for a Disaster Mental Health Preparedness Training (DMHPT) Program.

This initiative aims to enhance coordinated support for survivors and communities following mass violence incidents, addressing gaps in immediate support highlighted by events such as the 2022 Tops supermarket shooting in Buffalo. The program will complement the establishment of a statewide Mass Violence Crisis Response Team (MVCRT), involving various stakeholders including state agencies and mental health practitioners. Eligible institutions must have experience in training these populations and expertise in disaster mental health services.

Work Details
The DMHPT program will include:
- 3 annual (9 total over the contract duration) in-person, multi-day basic-level DMHPT sessions for up to 40 individuals each. Some sessions may serve as refresher courses for previous participants.
- 1 annual (3 total over the contract duration) in-person, multi-day advanced-level DMHPT session for up to 25 individuals.
- 1 annual (3 total over the contract duration) large-scale, scenario-based DMHPT session for up to 100 individuals, conducted in realistic venues adhering to trauma-informed best practices.

The institution will also provide logistical support for MVCRT development and assist with training announcements and registration.

October 1, 2025, through September 30, 2028.

Bidder Requirements
Eligible academic institutions must have direct experience providing training to state agencies, crime victim service providers, emergency management staff, and mental health practitioners. Institutions must demonstrate prior experience relevant to the services outlined and capacity to administer the DMHPT Project during the specified period.
