Dental Services at Elmira Correctional Facility

Background
The New York State Department of Corrections and Community Supervision (DOCCS) is seeking bids for dental services to be provided to incarcerated individuals at the Elmira Correctional Facility. The goal of this contract is to ensure that inmates receive necessary dental care in a timely and professional manner, adhering to industry standards and legal requirements.

Work Details
Contractors will provide comprehensive dental services including but not limited to: routine examinations, preventive care, restorative procedures, extractions, and emergency dental care.

Services must be performed Monday through Friday from 7:30 AM to 3:30 PM. No weekend or holiday services are required.

Bidders must qualify under two lots: Lot 1 requires a Dentist 1 with a valid New York State dental license; Lot 2 requires a Dentist 2 with a valid license and three years of post-licensure experience, including one year in a supervisory role.

Period of Performance
The contract period is five (5) years with an option to extend. The anticipated contract start date is April 1, 2026.

Place of Performance
Services will be performed at the Elmira Correctional Facility located at 1879 Davis Street, Elmira, NY 14901.

Bidder Requirements
Bidders must be registered as Service-Disabled Veteran-Owned Businesses (SDVOBs) or meet other specified certifications. There are no set-aside goals for M/WBE or DBE participation.

Bidders must submit proof of compliance with Workers’ Compensation and Disability Benefits insurance requirements, as well as complete a Vendor Responsibility Questionnaire. A mandatory site visit is required prior to bid submission.
