Background
Oswego County’s Office of Strategic Initiatives Department is soliciting bids from qualified contractors to furnish all labor and equipment necessary for constructing approximately 15 miles of fiber optic cable throughout Oswego County. The goal of this contract is to enhance the telecommunications infrastructure in the region, with a potential to award multiple contracts for both aerial and underground construction across various segments.

Work Details
The contractor will be responsible for providing all materials (except fiber optic cabling), equipment, labor, and incidentals necessary for the construction of fiber optic infrastructure. Specific tasks include:

1. Installation of 144-strand, 96-strand, 48-strand, and 24-strand fiber cable on existing pole lines and underground.
2. Aerial installation will cover approximately 8 miles, while underground installation will cover about 1.5 miles.
3. Splicing in typical splice cases, which may be aerial strand mounted or rack-mounted in underground hand-holes or vaults.
4. Compliance with all State, County, and Local Codes, including OSHA, NEC, and EPA requirements.
5. Weekly updates into a Project Dashboard tracking system using contractor-owned devices.
6. Management of inventory for materials provided by Oswego County at their designated storage site.

Period of Performance
The contract period will commence upon execution and delivery of the contract and is expected to be completed by December 31, 2026.

Place of Performance
The work will be performed throughout Oswego County, specifically within the Mexico Service Area.

Bidder Requirements
