In furtherance of the Project, Battery Park City Authority ( BPCA ) hereby requests proposals (individually a Proposal and collectively the Proposals ) from construction manager / owner's representative firms to provide BPCA with construction oversight services (the Services ) for the North/West Battery Park City Resiliency Project (the Project ). The Services shall include, but are not limited to, the performance of the following tasks:
- Site inspections for quality assurance / quality control;
- Review of the monthly requisitions provided by the Project's Progressive Design-Build team (the PDB Team ) and recommendation to BPCA for payment;
- Construction schedule analysis;
- Review of construction change orders from owner-related contingency;
- Site safety reporting;
- Scheduling and coordination of special inspections with Turner EE/Cruz a JV, the PDB Contractor;
- Work with PDB Team to inform and coordinate community construction notifications;
- Tracking of Waterfront Edge Design Guidelines (WEDG) and other sustainability certification goals;
- Coordination of protection and relocation of public art situated within the vicinity of the Project site;
- Traveling to witness testing and construction progress; and,
- Provision of all required Project closeout documentation, turnover of Project to BPCA, and securing of Federal Emergency Management Agency (FEMA) certification.

Restricted Period

The Battery Park City Authority (BPCA), a New York State public benefit corporation, is seeking proposals from construction manager/owner’s representative firms to provide oversight services for the North/West Battery Park City Resiliency Project. BPCA's mission includes financing, developing, constructing, maintaining, and operating Battery Park City as a mixed-use community. The project aims to address flooding risks from storm events and climate change by implementing a community-wide system of flood protection.
Work Details
The selected firm will provide construction management and owner's representative services throughout all phases of the project, including pre-construction, construction, and post-construction close-out. Key tasks include:

Bidder Requirements
Proposers must have an office within 90 miles of New York City and be authorized to conduct business in New York State. They should have at least ten years of experience in consulting services in NYC and demonstrated experience in construction management/owner's representative services. MBE/WBE participation goals are set at 15% each for Minority-Owned Business Enterprises and Women-Owned Business Enterprises, with an additional goal of 6% for Service-Disabled Veteran-Owned Businesses.
