Background
The County of Rockland is seeking to enter into a contract with a qualified consultant to provide guidance on Technology and Communications (Voice, Cellular, and Data) for the Sheriff’s Office. This initiative aims to enhance technological upgrades while adhering to best practices for law enforcement needs. The consultant will report directly to the Sheriff of Rockland County and is expected to contribute significantly to the development and execution of the Rockland County Sheriff’s RCPIN IT network, ensuring alignment with industry standards for network security.
Work Details
The consultant will be responsible for:
- Setting the vision, mission, and strategy of the Sheriff’s Office IT organization.
- Evaluating and delivering enterprise-wide technology solutions.
- Developing short and long-term technology plans.
- Leading technical architecture, infrastructure, software development, and quality assurance.
- Coordinating with County Information Technology Services Division (ITS) and Senior Management.
- Managing technology-related operating and capital projects including 911 and cellular services.
- Conducting licensing reviews, application software reviews, mobile device management reviews, and IT purchasing recommendations.
- Establishing cybersecurity policies and ensuring compliance with industry standards.
- Conducting risk assessments and implementing mitigation strategies for cyber threats.
Period of Performance
The contract will be for a period of one year with four one-year options for renewal.
Place of Performance
The services will be performed at the County Offices in Pomona, NY.
Bidder Requirements
Bidders must have a minimum of 10 years’ experience managing enterprise networks in government or regulated industries. They must possess a Bachelor’s degree in relevant fields such as Business Administration or Information Technology. Additionally, bidders are encouraged to submit proposals from certified Minority- and/or Women-Owned Business Enterprises (MWBE) or Disadvantaged Business Enterprises (DBE). The consultant must also pass a rigorous background check.
