Clubhouse and Golf Pro Shop Concession at Soaring Eagles Golf Course in Mark Twain State Park

The New York State Office of Parks, Recreation, and Historic Preservation (State Parks) is seeking a private sector operator for the Clubhouse and Golf Pro Shop concession at Soaring Eagles Golf Course located in Mark Twain State Park, Horseheads, NY.

The mission of State Parks is to provide safe and enjoyable recreational opportunities while being responsible stewards of natural, historic, and cultural resources. The goal of this contract is to ensure high-quality service and an inviting atmosphere at the concession, offering diverse food, beverage, catering options, and golf pro shop services.

Work Details
The Licensee will be responsible for operating the clubhouse restaurant and golf pro shop. Specific requirements include:
1. **Golf Pro Shop**: Open daily during golf course hours; offer golf merchandise and apparel; provide locker rentals; maintain an inventory of rental golf equipment (minimum five sets of adult clubs including left-handed sets); provide at least 20 new pull carts and 55 gas-powered golf carts with canopies; oversee driving range operations including ball collection and maintenance.

2. **Clubhouse Restaurant**: Operate seasonally with a golfer-friendly menu that includes healthy options; participate in New York's Taste NY initiative; accommodate catering services for events; obtain necessary licenses for alcohol sales.

3. **Beverage Cart**: Optionally operate a mobile beverage cart on the course during operational hours with appropriate licensing.

Period of Performance
The contract will commence on or about January 1, 2026, and will last for five years until December 31, 2030, with a potential extension of up to three additional years.

Soaring Eagles Golf Course at Mark Twain State Park, Horseheads, New York.

Bidder Requirements
Respondents must demonstrate financial capability to meet minimum financial requirements including a license fee of 3% of gross receipts from food and beverage sales and 10% from driving range operations. They must also comply with insurance requirements as outlined in the Sample License agreement.
