Description

The NYS Department of State (Department or DOS) is soliciting applications through the New York State Consolidated Funding Application (CFA) through the Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 (Bond Act) from eligible villages, towns, cities located along New York's coasts or designated inland waterways, or counties (with the consent and acting on behalf of one or more eligible villages, towns, cities) to improve waterfront and watershed resiliency and reduce climate impacts through the implementation of Local Waterfront Revitalization Programs (LWRP) or LWRP Components (including Watershed Management Plans funded by the Department of State).
New York State's approach to managing waterfront areas recognizes that municipalities are in the best position to determine their own waterfront objectives and needs in a manner consistent with the goals and requirements of the Waterfront Revitalization and Coastal Resources Act. Accordingly, the Department encourages waterfront communities to prepare and implement LWRPs. An LWRP is a comprehensive land and water use plan that expresses a vision for a community's waterfront area, proactively plans for current and future climate hazards, addresses State Coastal Policies to reflect local or regional needs, and outlines the organizational structure, local laws, and waterfront revitalization projects necessary to implement the program.
The Department is soliciting applications for projects addressing restoration and flood risk reduction which implement a complete or substantially complete LWRP or a complete or substantially complete relevant LWRP Component (including a watershed management plan funded by Department of State) for one or more eligible municipalities located along New York's coastal waters or designated inland waterways, defined pursuant to Executive Law, Article 42.
In this solicitation, the Department is prioritizing applications that support or are inspired by nature or natural processes and also offer environmental, economic, and social benefits while increasing resilience; applications submitted by cooperating applicants addressing regional issues and projects demonstrating a direct benefit to Disadvantaged Communities identified by the NYS Climate Leadership and Community Protection Act; and to projects that demonstrate the incorporation of the DOS Resiliency Principles in the development of projects.
