City of Kingston Planning Department Software Program

Background
The City of Kingston, NY is issuing this Request for Proposals (RFP) to qualified firms for the purpose of providing software to manage various planning applications led by the Planning Department.

The goal is to enhance the efficiency and effectiveness of the Planning Office, Historic Landmarks Preservation Commission, and Building Safety Division in managing planning and development projects.

Work Details
The selected vendor will provide a software program that includes the following tasks:

1. Review current application and submission requirements to configure them on a user-friendly platform in consultation with city staff.
2. Input necessary review data and upload all current project materials for review by involved agencies.
3. Store all information on contractor-provided equipment, with the City retaining ownership of all data.
4. Conduct a minimum of three one-hour training sessions for staff and Board/Commission members within the first two months of implementation.
5. Provide live support at a minimum of two meetings during start-up to assist users in real-time.
6. Offer unlimited ongoing support at no additional cost throughout the contract duration.
7. Ensure software configuration allows for future addition of entities.

Period of Performance
The contract period will commence on or about December 16, 2024, and will end on or about December 16, 2027.

Place of Performance
The services will be performed at City Hall located at 420 Broadway, Kingston, NY.
