City of Cortland Roundhouse Mill Demolition Project- Request for Proposals

Background
The City of Cortland is seeking proposals for the demolition, site clearance, and restoration of an industrial building known as the Roundhouse Mill located at 41 Elm Street, Cortland NY 13045. The goal of this contract is to ensure the safe and efficient removal of existing structures while adhering to all applicable laws and regulations, particularly concerning asbestos handling.

Work Details
The contractor will be responsible for the complete demolition of all existing structures on the site, including:
- Removal and disposal of all debris, including asbestos-containing materials (ACM).
- Backfill and grading of the site.
- Site restoration to prevent water accumulation or surface ponding.

Controlled demolition procedures must be followed due to non-friable ACM present. All work must comply with General Requirements and Technical Specifications outlined in the RFP. The contractor must maintain a daily project log and ensure that all workers handling ACM have valid certifications. The project includes specific requirements for site preparation, demolition methods, waste disposal, and final grading with topsoil seeding.

Period of Performance
The contractor will have forty-five (45) days from the date a contract is executed to complete all work required under this contract.

Place of Performance
The work will be performed at 41 Elm Street, Cortland NY 13045.

Bidder Requirements
Bidders must be Service-Disabled Veteran-Owned Businesses (SDVOB) with a goal of 6.00%. Additionally, there are Minority/Women Business Enterprise (MWBE) contracting goals totaling 30.00%. Contractors must be licensed by the New York State Department of Labor for asbestos abatement and provide proof of such licensing with their proposal. They must also demonstrate experience by having completed at least five similar demolition projects.
